Choosing an SEO agency for a small business is less about finding the cheapest agency and more about finding one that understands your market, can explain what it is doing, and measures success in terms of leads and revenue—not just rankings.
1. Start with your actual business goal
Before talking to agencies, decide what you want SEO to accomplish.
For example:
- More calls from people searching locally
- More quote/contact-form submissions
- More customers for a particular service
- More online sales
- Better visibility in Google Maps/local search
- Expansion into nearby cities
This matters because an agency promising “10,000 more visitors” may not help if those visitors never become customers.
2. Look for experience with businesses like yours
Ask each agency:
“Can you show me 2–3 businesses similar to mine that you’ve helped, and explain exactly what you did?”
Look for relevant experience, not merely impressive logos.
Ideally, they understand:
- Your industry
- Your geographic market
- Your customer buying process
- Local SEO, if you’re a local business
- The keywords people actually use before becoming customers
Ask for actual before/after examples and what changed—not just screenshots of rankings.
3. Reject anyone promising guaranteed Google rankings
This is probably the biggest red flag.
If an agency says:
- “We’ll get you #1 on Google.”
- “Guaranteed first-page rankings.”
- “We have a special relationship with Google.”
- “We can guarantee X leads.”
- “We know Google’s secret algorithm.”
…walk away.
Google explicitly warns against claims that guarantee top placement in organic search, and Google does not accept payment for higher organic rankings. [1]
A good agency should instead talk about probabilities, strategy, testing, and measurable business outcomes.
4. Ask what they will actually do
Don’t accept a vague answer such as “We’ll optimize your website.”
Ask for their first 90 days.
A competent proposal might include things such as:
- Technical SEO audit
- Keyword and competitor research
- Improving important service/product pages
- Local SEO and Google Business Profile work
- Content strategy
- Internal linking
- Conversion optimization
- Search Console/analytics setup
- Appropriate digital PR or link acquisition
- Monthly measurement and reporting
Google itself recommends using Search Console to understand how your site performs in Search.
The exact mix should depend on your business. Beware of agencies selling the same checklist to every client.
5. Ask how they measure success
For a small business, I’d want reporting that eventually answers:
How much business did SEO generate?
Useful metrics can include:
| Metric | Why it matters |
|---|---|
| Qualified organic leads | Shows whether traffic is relevant |
| Phone calls | Particularly important for local businesses |
| Contact/quote submissions | Direct business outcome |
| Organic revenue | Best metric for ecommerce |
| Important keyword visibility | Useful diagnostic |
| Organic traffic | Useful, but not the end goal |
| Google Business Profile actions | Important for local businesses |
Don’t let an agency make “we increased traffic 300%” sound automatically impressive. Traffic from irrelevant searches isn’t necessarily valuable.
6. Ask who will actually work on your account
This is surprisingly important.
Ask:
“Who will be doing the work, and how many other clients does that person manage?”
Some agencies use a senior strategist to win the client and then hand everything to junior employees or outsourced contractors.
That’s not automatically bad—but you should know who you’re paying for.
7. Understand their link-building strategy
Ask directly:
“How do you acquire backlinks?”
Be cautious if the answer involves:
- Buying large quantities of links
- Private networks
- Automated link-building
- Thousands of directory submissions
- Guaranteed numbers of backlinks
- “High DA links” with no explanation of quality
You want them to be able to explain why a particular link or mention would be valuable, rather than simply selling you a number.
8. Make sure you retain ownership
This is critical.
You should retain ownership/control of:
- Your website/domain
- Google Business Profile
- Google Analytics
- Google Search Console
- Your content
- Your advertising accounts
- Your business listings
- Any important SEO assets
The agency should be a service provider—not the owner of your digital presence.
9. Compare 3 agencies using the same questions
I’d interview 3–5 agencies, then give each the same information.
Ask each:
- What are the biggest SEO opportunities you see for us?
- Who are our main search competitors?
- What would you do in the first 90 days?
- What work is done in-house?
- Who will actually work on our account?
- How do you approach link building?
- What will you report every month?
- What results would you consider successful after 6–12 months?
- What do you need from us?
- Can we speak with two current or recent clients?
- What is the minimum contract?
- What happens if we cancel?
Then compare the thinking, not just the price.
10. Don’t automatically choose the biggest agency
For a small business, a specialized boutique agency or excellent freelancer can sometimes be a better fit than a huge agency.
You may get:
- More direct communication
- More senior attention
- Lower overhead
- Greater flexibility
- Someone who actually understands your market
The best choice is usually the agency that can clearly connect SEO work → qualified traffic → leads/customers.
A simple scoring system
Give each agency a score from 1–5:
- Relevant industry experience — 20%
- Quality of proposed strategy — 25%
- Transparency/communication — 15%
- Track record/case studies — 15%
- Measurement/reporting — 10%
- Technical SEO capability — 5%
- Local SEO capability — 5%
- Price/value — 5%
I’d deliberately give price only 5%. A cheap SEO agency that produces nothing is vastly more expensive than a good agency that produces customers.
My biggest red flags 🚩
Avoid an agency that:
- Guarantees #1 rankings
- Won’t explain what it actually does
- Refuses to show relevant case studies
- Talks almost exclusively about “DA,” rankings, or traffic
- Wants a long contract before demonstrating value
- Controls your website/accounts
- Uses lots of jargon but can’t explain the strategy simply
- Promises huge results immediately
- Can’t tell you what success means in terms of your business
Google’s own guidance has also recently emphasized evaluating third-party SEO services and advice carefully, so it’s worth being skeptical of agencies that present SEO as a secret formula.
If you tell me your business type, city/service area, website, and approximate monthly SEO budget, I can also give you a practical checklist for evaluating agencies specifically for your situation—and tell you what I’d expect a good SEO proposal to contain.
